SeemsGood shows a person giving a thumbs-up with an approving expression. The command simply puts words to the gesture: something "seems good." That direct image-and-name match made the emote useful both as sincere approval and as dry sarcasm when the thing on screen was obviously not good at all.
Tournament chat had already developed that sarcastic meaning by the mid-2010s. Academic analysis of an ESL-hosted tournament recorded viewers posting SeemsGood while complaining about obvious production problems, using the approving thumbs-up to blame or mock ESL for a broadcast that was going badly.
